• Creating a preparatory program for the strategic planning works of the administration and coordinating the strategic planning works.
• To provide or provide training and consultancy services that will be needed during the strategic planning process of the administration.
• To conduct the secretariat of the Strategic Planning Studies and the Strategy Development Board and other support services related to planning, to coordinate the preparations of the plans and to carry out the studies for consolidating the results.
• In accordance with the development plan, medium term program and field of activity, other national regional and sectoral plans and programs, considering the objectives, policies and macro sizes included in the medium term program and the bid ceilings determined in the medium term financial plan, by source and purpose by years. To form a strategic plan by making a forecast estimation.
• After implementing the strategic plan for at least two years, to update it by making quantitative changes in its targets, if necessary.
• To inform the Strategy and Budget Department and the Ministry of Treasury and Finance in case of renewal and updating of the strategic plans.
• In case the Strategic Plan evaluation report is sent to the Strategy and Budget Directorate, to present it to the management in order to finalize the strategic plan by taking into account the evaluation report.
• To send copies of the strategic plan to the Treasury and Finance Ministry, the Strategy and Budget Presidency and the Court of Accounts, to the public, and to publish them on the website of the Treasury, based on the performance program and budget preparations following the approval of the top manager.
• To carry out all kinds of studies related to Strategic Planning Review and Evaluation.
• To coordinate the Strategic Plan preparations of the Administration and to consolidate its results.
• To prepare the Administrative Activity report by consolidating the annual reports from the units.
• Organizing satisfaction surveys and sharing the results with senior management and the public.
